CPCB’s new Directive for NCR Delhi Industries: OCEMS PTZ Camera Installation

Delhi–NCR industries (food, textile, metal) must now install OCEMS and PTZ cameras with real-time data transmission to CPCB/SPCB servers, as per a new CPCB directive. Mandatory monitoring includes PM for all units, and PM + SO₂ + NOₓ for metal units, with full compliance required by 31 December 2025. Delhi–NCR has been facing one of the worst air quality cycles in recent years. Every winter, pollution levels spike, industries come under strict scrutiny, and emergency measures are activated across the region. To address this long-standing problem, the Central Pollution Control Board (CPCB) on 9th October issues a new directive under Section 18(1)(b) of the Air (Prevention & Control of Pollution) Act, 1981. This directive mandates the installation of the OCEMS PTZ camera and live connection to CPCB servers targeting air-polluting industries operating in NCR-Delhi, making real-time pollution monitoring mandatory for three major sectors:

  • Food & food processing units
  • Textile units
  • Metal processing units

What is now mandatory: 

A) Install OCEMS (Online Continuous Emission Monitoring Systems) 

Different sectors must monitor the following: 

  • Textile & Food units: Must monitor Particulate Matter (PM) from boilers/furnaces. 
  • Metal units: Must monitor PM + SO₂ + NOₓ (if using met-coke or low-sulphur oil). 
  • Others must at least monitor Particulate Matter. 

B) Install PTZ Cameras (Pan-Tilt-Zoom Cameras)

CPCB now requires PTZ cameras in specific locations: 

  • Capture the OCEMS port hole and stack emissions. 
  • Capture furnace feed and extraction areas for metal units 

C) Mandatory Connection to CPCB + SPCB Servers 

Installing sensors is just not enough. Industries must ensure live, real-time data transmission to CPCB servers, State Pollution Control Board or PCC servers. 

d) The Final Deadline 

All installations and complete connectivity must be done on or before 31 December 2025.
